Can an agency require a FedRAMP authorization as a condition of the contract award?

If there are an adequate number of offerors to allow for effective competition, an agency can include FedRAMP authorization as a condition of contract award or use as an evaluation factor.  Any strategy should be discussed with the agency acquisition integrated project team (IPT), including appropriate legal representation.
